The Govt is always taking a hush hush aproach to Aids & Homosexuality... In denial that they are a part of the society or even amongst them.

 

In this case, they dowan to reveal outright but drop hints here & there in ST's report...Really dunno what are they trying to do. On one hand want to recognise his contribution & yet unwilling to give us full picture of his passing...

 

Probably STB is deemed to be part if the Govt. Dowan to associate with 'People Like Them'...
