at least this is the most sound proposal i have ever heard compared to COE, HDB, Floods, etc

These ideas are nothing new! Perhaps they just wanna fine-tuned the procedure and make it better only. Like the option to rent a temp HDB flat while waiting for BTO flat has been existed already. Hence I'm not impressed at all. [:(]
