That is for someone on the backlist for some serious violations, nothing to do with simi social credit points. 

The claim that a minimum social credit score of 500 is required to buy train tickets in China is a misconception and not entirely true.  There might be some city pilot programs but it is not a national program yet.

But I think its actually much worse.

people like Xu Xiaodong, various dissidents and activist have talked of how they cannot buy train or plane tickets, thats just for a start. its a completely blunt force weapon used to target people, nothing to do with what "social", power say so, it will be so. Those who were not targeted will ... ignorantly perhaps... say no such thing exist, until one day it hits them. Just like people deny black jails exist... until they end up in one🤷‍♂️
