Does this mean we won't be penalised for not paying hospital bills?

He means you get sued till pant dropped while you still get your necessary healthcare. :D

I think smokers should not be subsidised. They have money to buy ciggies, they have money to pay for medical.

why not, keep you healthy then you can earn money and continue to pay for fines.

I'm a bit confused.. some of the budget items like parf changes and ciggy taxes took effect immediately after LW budget statement on 12 Feb.  Shouldn't the changes take effect after the budget debate and the budget is passed by parliament?

Simply...in US, it is called executive orders... here, it is an imperial decree.

These changes are allowed under the law as it give MoT/LTA the authority to change the rate via Government Gazette.

If takes some time before implementation, many will stockpile ciggies for the next 3 years and rob An Wong's coffer OK?

To be fair, when my dad passed away from cancer during Covid time, they did waive off a lot of the medical bills.
