WASHINGTON: Nearly one in five American women has been victims of rape or attempted rape at some point in their lives, the Centres for Disease Control (CDC) said Wednesday in a disturbing report on sexual violence in the United States. Releasing the results of a first-ever survey of nearly 10,000 women contacted randomly by telephone in 2010, the federal agency said 18.3 percent of women "have been raped at some time in their lives." That includes "completed forced penetration, attempted forced penetration, or alcohol/drug facilitated completed penetration," it added in an executive summary of the 113-page report posted on its website (www.cdc.gov). Just over half of female rape victims (51.1 percent) said they had been targeted by an "intimate partner" -- a current or former partner or spouse -- and 40.8 percent by an acquaintance. It also found that 1.3 million women had been raped during the year preceding the survey -- a substantially higher number than the 188,380 rapes and sexual assaults cited in a Department of Justice crime survey for 2010. And it revealed that 24.3 percent of women -- and nearly one in seven men -- have suffered "severe physical violence" at the hands of an intimate partner, such as being hit, slammed against a surface, or beaten. "This landmark report paints a clear picture of the devastating impact these violent acts have on the lives of millions of Americans," Health Secretary Kathleen Sebelius said. In a statement, she said the findings of the ongoing National Intimate Partner and Sexual Violence Survey would help the administration of President Barack Obama shape policy to combat domestic violence and sexual abuse. Scott Berkowitz, president of the Rape, Abuse and Incest National Network, or RAINN, the nation's biggest anti-sexual violence group, said the data on the lifetime risk of rape was "pretty close" to levels seen in previous studies. But he added "it's hard to know what to make" of the yawning difference in the number of rapes in the CDC report and the Department of Justice survey, which is based on a substantially bigger number of respondents. "We really need to look into this more," he told AFP. "But overall, it shows what crime statistics have shown for years -- that this is an enormously violent crime that affects nearly every family in America." The report also touched upon male rape, finding that one in 71 men -- nearly five percent of all American men -- had been raped in their lifetime, based on responses from more than 7,400 men who participated in the survey. More than a quarter of them, or 27.8 percent, said they had been raped before they were 10 years old. The report called sexual and intimate-partner violence a major public health concern, with survivors liable to face everything from actual physical injury to mental illness and gynaecological or pregnancy complications. "These consequences can lead to hospitalisation, disability or death," it said.

One of the PCRC’s recommendations the Government took onboard is the decriminalisation of attempted suicide. The release said that most of the respondents to the recommendations agreed that people who attempt suicide should be provided with help rather than be penalised. A minority felt that decriminalising the act is “contrary to the societal view that life is precious”, it added. To this, the Government said the repeal of attempted suicide “does not mean that (it) has shifted its position on the sanctity of life”. “This is reflected through the continued criminalisation of the abetment of attempted suicide, as well as amendments to other legislation to provide the police with the powers to intervene to prevent loss of life or injury in cases of attempted suicide,” the ministries said. Euthanasia, for instance, is still a crime. People who attempt suicide should be helped, not prosecuted In an announcement from the Ministries of Home Affairs and Law, the government said it agrees that people who attempt suicide should be provided with help, instead of being prosecuted as criminals. It acknowledged growing recognition that treatment, rather than prosecution, is the appropriate response to people who attempt to take their own lives. The PCRC highlighted that this has also formed the basis of how the police has handled cases like this thus far. As it is, the rate of prosecution under Section 309 is extremely low, the ministries said, with the police usually referring cases of attempted suicide to a hospital or the Institute of Mental Health (IMH) for assessment. The public has been urged not to take the law into its own hands after a video widely circulated online showed Chinese men beating a British tourist they suspected of indecently assaulting a woman. Police confirmed on Thursday that a British man had been detained in connection with a reported attack on a woman in Beijing's Xicheng district at 11:20 pm on Tuesday night. He was taken to Xuanwu Hospital for treatment on Tuesday night and transferred to a detention facility on Wednesday. "The investigation is ongoing and further information will be released later," Zhao Feng, a police officer involved with the case, told China Daily. A spokesman for the British embassy in Beijing said the embassy was aware of the incident but had received no request for consular support as of 7:30 pm on Thursday. Edited footage of the alleged assault, which was recorded by a passer-by on a cell phone, was posted online and sparked outrage among Web users. After showing a foreign man standing over a crying Chinese woman and being confronted by a Chinese man, the three-minute video skips to a brawl between the foreigner and Chinese men and then jumps a second time to the foreign man lying unconscious in the road. Many Web users responded to the footage by praising the people who intervened in what police suspect was an indecent assault.

Hospital Kuala Lumpur Emergency Care Specialist Dr Khairul Nizam Hassan, when cross-examined by Datuk Seri Anwar Ibrahim's counsel Karpal Singh, agreed that the proforma stated 'attempted' sodomy and 'attempted' oral sex. 'So, there could not have been penetration. It says here, it's attempted,' Karpal said, grilling Dr Khairul on Wednesday. However, Dr Khairul maintained that Mr Saiful never used the word 'attempted' when he was interviewed by the doctors. In the proforma, which was made available to the press on Wednesday, it was also noted that there was 'full penetration', with 30 minutes of coitus.   9. I went to my neigbourhood hardware shop for 10mins with my wife waiting in the car along the sideroad. As this was near the MRT, it was busy with many pedestrians. A man came from behind and attempted the open the driver side car door a few times but luckily my wife had locked the car doors. Being unsuccessful the prepetrator quickly walked away. I was shocked to learn of this incident & had in the past told my wife Sg is v safe. Whew lucky she is a bit KS when it comes to safety, otherwise I am pretty sure this guy would pull out knife or drive away the car. So please do lock all your doors even if you are away for a few minutes and informed your loves ones to always lock the doors. Best to be safe than sorry in these desperate times!
  10. Hi All, I need good advices on what i should do to bring down such errant taxi drivers. Driver of SILVERCAB SHC60XXT attempted to knock me down along the pedestrian crossing at Bideford Road. Crossing from Swenson's Orchard towards Paragon. Here's the story: It was a crowded night, combination of pedestrians and cars. One thing about that junction at bideford road, there is no yellow box at the intersection (the place where u cross from Swenson's Orchard towards Taka.) And now they even have those diagonal crossing for pedestrian and as such, the LT EHH feels that a yellow box is not crucial. So many drivers tend to jam up the road in the centre evenwhen the pedestrians are already crossing at Bideford road, they beat the red light and we pedestrians are unable to cross. I was there around 10+ PM on 29/12/07, green man, so my gf, sister n me crossed the road. One WRX zoomed past the pedestrian almost knocked a boy down. Then come a couple other cars horning and expect pedestrian to give way even when its green man. The cars on the main road that leads towards centrepoint are already horning cos these few idiots are blocking the road and that leads them to drive through the pedestrian crossing. We were already in the middle of the crossing, then the red man light went on. One taxi, instead of understanding and having the courtesy rev his engine and move towards my knees. It was so close till i had to balance myself by slamming my hand on his bonnet. Once i gain momentum, the farker still rev his engine n got the intention to knock me down again by moving a little forward. I was so furious, i moved to the side of the taxi - i fark THAT IDIOT like a mad gorilla shouting vulgarities in front of everyone else for a good 30secs(I was so going crazy, u would the same thing if it happened to u as its that bad!). That IDIOT still got the cheek to point me middle finger before driving away. i so wanted to kick his car door and drag him out. But something tells me that would make matters worst. Well anyway, to cut the story short, i called SILVERCAB hotline to report the incident. They dont have GPS and so they could only get back to me in 2 days. They bringing up the matter to HQ. What should i do next? Report to POLICE (go police post - but report as what? Recklessness?_ or call TP hotline (Do they have a hotline no. for recklessness?) Appreciate your help.
