The new system was meant to be integrated with MOM's Foreign Domestic Worker system. But the ministry did not carry out a robust evaluation of whether the two would be compatible before procurement. MOM then decided not to use the new computer system as modifying it would cost too much. It has been unused since November 2014. The AGO pointed out that some of the hardware assets and database licences could have been redeployed elsewhere in the ministry. MOM said it is exploring doing so." No investigation of kickbacks or corruption with IT vendor involved & manager who approved the purchase? This is making the AGO's effort a joke & belittling their responsibilities to us taxpayers. Loans due for recovery from former National University of Singapore (NUS) and Nanyang Technological University (NTU) students stood at $228.04 million last June. . . The AGO had, six years ago, flagged this formula, pointing out that it "discourages" banks from putting in their best efforts to recover outstanding loans. The MOE gives NUS and NTU the loan principal and absorbs any defaults. Universities outsource administration of the loans to two banks, which are paid fees. But the AGO found the formula wanting, as the fees are a percentage of total outstanding loan balances. As of June 30 last year, the outstanding balance of such loans totalled $511.49 million. "Any recovery or write-off of loans would therefore reduce the outstanding balance and correspondingly the amount of agency fees payable to the banks," it said. The MOE said then that it would review the formula, and gave targets for completing the review each time the AGO followed up since 2010. Kyrios Turbocharged July 28, 2016 Share July 28, 2016 (edited) has the esteemed minister spoken on this issue yet? or is he still waiting for his boss to give the green light? his silence on this issue is deafening, to say the least. just a few days ago, he preached one hell of an astounding sermon on trust, accountability and transparency. he concluded that the AHTC saga was a "damning litany of highly irregular and suspicious financial practices, poor governance structures and extensive leadership failures." in the light of the latest report from the AGO, will he be singing from the same hymn sheet? even his own backyard is not properly maintained. The intention of the AHPTC saga is to bog down Pritam and co with audits and lawsuits etc so as to distract them from their main constituency duties. In time to come, hopefully the neglect will translate into more PAP votes as the voters of aljunied will see that no enough is being done for them... stroke of genius by MIW but I hope the aljunied voters can see whats going on.. All the talk on redeploying the hardware & licences are just damage limitation steps... need to know why could this happen in the first place! Perhaps the $400k+ amount is too small & need not even go to senior level for approval during the tender & award exercise... in that case, quite easy to get some IT mgr/director to take the rap & those high up still safe... 1 Link to post Share on other sites More sharing options...
