This is finding for last year: http://www.ago.gov.sg/docs/default-source/report/e774db1b-584a-4710-9cc0-8852ec114080.pdf If every year similar findings means the root cause of the problem is not found and solved. They only tackle the surface issue. So once lapsed is found they solve these lapse without finding out the real cause of the lapses. Is it because the process had become too complicated that even the high up management cannot fully comprehend? Is it because they had too many things to handle that causes some that is not that time critical or important and neglected it which end up lapses? Is it because time is not enough and they are being rushed that causes mistake and lapses? Is it because there are not enough PC terminal for users to use and end up unable to fulfill the task which end up lapses? There are so many is it because and they really need to find out the root cause of the problem and tackle it. They cannot just tackle on the surface. If tackle on the surface, next year AGO findings will still be similar. Then it defeats the purpose of the AGO finding as end of the day it's still the same. Financial year 2014/15 AGO audit found lapses in People Association that they did not obtain prior approvals or obtain approval from the wrong authorities for awards of contract and procurement. PA ratified it and solve surface problem. Did any of these higher up take a look at the report and ask why ?? Why I say solve surface problem is because look at AGO finding in year 2016, there are 2 similar cases that is flag out that involved Mindef and SPF for obtain approval from the wrong authorities. For Mindef is the investment of the REIT, for SPF is the increase of allowance for VSC. So its the same problem being dig out but involved other departments/ministries right? So hopefully this time round instead of just solving the surface problem, we actually hope that they could go more in depth and ask why? Why it happened? and then find out the root cause of problem and tackle it. That would be a more effective way of doing things. To me this bin centre consulting fee that seems to charge overly high and reasons why were not cited in the approval paper for the draw down of funds. It is only after AGO flag out then they provide reasons. This is a serious lapsed. When things happened kanna caught then provide reasons to defend. By then this things already happened. They can't do anything to reverse it. Similar to wp case, if wp would to have this lapsed, I am sure many ministers will be quick to pin point that and keep pressure wp said they have not done their job well and said that's tax payers money and etc.. The govt has full use of all human and organising resources. All the people involved are highly paid professionals. Whereas opposition town councils have none of these advantages. . The surface findings are merely based on what appeared on the official documents. To find the root cause of the rot, need to dig deeper and investigate what is going on behind the official documents - who are the decision makers and what are their vested interests? Are they prepared to go deeper or will it become politically-inconvenient thereafter? For example, in the NAC rubbish case, who are the owners of the consultancy firm and what is their relationship to the NAC decision makers? I agree that LKY's philosophy of an all-powerful one-party rule had brought tremendous efficiency that allowed SG to progress to what it is today in just a few decades, which is unprecedented anywhere in the world. However, the inherent weakness of our system is the lack of check-and-balance, ie. ownself check ownself. It works beautifully when people with integrity are in the system. But once dishonesty and elements of rot starts setting in, things can go downhill really fast. correct lar.....300000 is based on 5 room flats while bin centre has (never been in 1 before) most probably 3-4 rooms and the square area for the bin center is bigger thats why its 470000. Bin centers are usually found in older estate and as matured estate the land area is much more expensive. Must give praise to the newer estate as the bin center is now located in each block and the storage area for the cleaners are in the carpark.
