5 Caucasians riding their bicycles on the 2-lane Sheares Bridge flyover towards Benjamin Sheares Bridge, side-by-side occupying a whole lane! Is this even legal?

The Benjamin Sheares Bridge is part of the ECP.

They did ride on the Sheares Bridge after the flyover. Also 2 by 2 occupying 1 whole lane until they reach their office in CBD.

Please get yourself updated.

Sheares Bridge stopped being part of ECP from Rochor Exit onwards.

The bridge has been renamed as Sheares Ave.  End of the flyover is the beginning of Sheares Ave.

2x2 occupying 1 lane is legal.

You are wrong. Sheares Aveneue starts after the Benjamin Sheares Bridge reaches ground. The whole bridge that is above ground is part of ECP.

Go check all your maps.

I had been searching for whether there is any penalty or action will be taken against those riding bicycles with no brake in public places but so far cannot find.

In January 2018, one court judgement state that a rider whose bicycle had no brakes and was not designed for use on roads or in public places but didn't state the penalty nor punishment of doing so.

Yesterday encountered a kid around 13 to 14 years old riding a bicycle not equipped with brake under the walking path just outside those HDB shop houses and he keep on shouting "excuse me" when encountered people. Actually, the rule already state no riding in such places and "dismount and push" signs already put up by town council. This is plainly waiting for accident to happen.

The law need to state clearly what they meant by bicycle not designed for use on roads or in public places and also what are the penalty or punishment for doing so. I'm seeing dozens of bicycles with no brake on the roads everyday.

I have sent to TP, but not so sure how effective it will be given there is no registration plate or anything unique to trace these cyclists. Hopefully the TP will do an ambush at the top of the flyover.

The signboard could be a forward indicator that the expressway is ending. According to the legal definition - Road Traffic (Expressway Traffic) Rules, “expressway” means any of the expressways specified in Part II of the Second Schedule and includes any part of such expressway that is an expressway tunnel.

Part II Expressways "3. That length of the expressway known as the East Coast Parkway which extends from the western end of Airport Boulevard in a general westerly direction to Sheares Avenue, at a distance of approximately 16,000 metres."

Both definition and maps are very clear - the cyclists are riding illegally on the ECP. Legality aside, it is also a not-so-smart move due to the huge speed difference between cars and bicycles, especially on the upslope the cyclists are on merging into Sheares Flyover.

Cyclist are not allowed on expressways. Bridges, flyovers and viaducts are ok (as long as they feel comfortable). Pedestrian bridges are dismount and push only.

Should have honk long and loud at the cyclist. Such cyclist really super inconsiderate and dangerous, and they assume they have the right of way and all cars on the road should look out and give way to them.

Other than the stupid move at traffic light, what's so super inconsiderate and dangerous?
