The answer is pretty simple actually......England is blessed with many good RBs like James, Walker, Trippier so as they have many choices, TAA who is not having a good season is rightfully dropped. It would hv been different if he plays in a position where there is not much competition like LB where Chilwell n only recently Shaw are about the only 2 choices so they could still be selected even if they are not playing well. The competition for RB is very intense. Shaw is a very good LB but JM didn’t know how to manage him n so he lost confidence n also injuries stunted his progress. He is now back at his best n yes perhaps he is better than Chilwell but both of them will be in the Euros squad cos there are no other LBs.
