that red rubber ring is very important, it sealed the air between your Rubber stem and external sensor.

anyway External sensor is cheap but must always make sure you secure it properly on your valve

initially I thought one for outside chamber, one for the inner one 

you can pump different inner/outer pressures to fine tune the tyre camber

then I googled

not convinced by the purpose of it

Google said this is for nitrogen filling, one for air to escape while  the other for nitrogen filling so as to have pure nitrogen in the tube. The other purpose is to use one for presure gage while the other one is filling , this is for precision pressure monitoring.
