more like he purposely waited till the van is far ahead before high beam.

I believe (my own opinion), the driver passed out before crashing, or was passing out and tried his best to stop the van before losing consciousness completely.

If there is slightest of contact, the cam car must have at least had a "jerk" and it will have been visible in the video, relative to the rest of the surrounding.

The new highway code is , as long as there is no camera, red light is just a suggestion, can just drive through.
