It's not a matter of low level or high level. You mean to say this is too stupid a mistake to be made by elite?

It's the same false feeling of invincibility and untouchability that has caused the downfall of MPs.

Normally for govt servant, those scholar marked as high potential will be accelerated to the pinnacle positions by the age of 40+, latest. So they have sufficient "runway" left in serving. 

Once reached late 40s or over that, 50s, no potential liao

DG is consider top post in the civil service especially in agencies. The relevant law or Act always mention a DG as the person whose approval or permission must be sought for any sort of deviation or exception. (Basically nice way of saying "No")

Dunno how to classify high or low level mistake, but elite does make mistake(s), example accepting ticket, making out with another elite, while another elite diam diam, etc.

I thought I mentioned or pointed out, "human makes mistake, whether u r elite or not elite"...

By using this "unwritten definition", it does let u or whoever to make castle out of imagination. It does allow u to bush away whatever we said, "it is unwritten".

to put things in context, there was shortage of OTC medications such as panadols in China at the peak of the Covid. Even local pharmacies shelves ran out of those medications as many PRCs hoard them to send back to China.
