The word 'Russian' seller tells you that this is to be avoided at all cost already.  I know of a few businessmen who told me before that there is always many business opportunities from Russia that sounds lucrative (they will approach you at trade shows), but the catch is, you will never see the money.

I don't feel that big trading house or even direct crude producers actually refuse to trade outside of the circle. It's a matter of whether you have money or not.
