The noise complaints we have allegedly been receiving from this neighbor since July this year. She claimed that she has been hearing footsteps stomping coming from our house. Subsequently, we then has had the authorities( Town Council and RC) checking on us on multiple occasions. We believed that we has done all we can to accommodate this neighbour’s request. However, she refused to let the matter rest. The matter has bring distressed to my whole family. Below are details of what happened: 1) Ard July: she approached us by ringing out doorbell. She then claimed that she has been hearing stomping footsteps constantly. She claimed that the stomping sound are so loud that disturbing her beloved dog napping at home. She then looked into our house from outside the doorstep and saw my younger kid in the living room. My kid was walking around the living room. Immediately, she came to a conclusion that my kid is the one who is causing the noise. However, we tried to reason out with her in amicable way that our kid is weight around 23kg. Kid may run or jump around the house occasionally but definitely not the whole day. Unfortunately, she refused to accept this . She claimed that her dog is sick and need to rest at home. 2) Ard end of July: She approached us again at our house. This time, instead of ringing the doorbell, this neighbor banged our door forcefully and loudly. The aggressive banging frightened my son and my elderly mother. When we opened the door, she told us the same story again that her dog is very sick and need rest. We told her that our kid is young and kid will run around. But this neighbor claimed that she is retired educator and kid must be taught by parents.she then threatened us to call the authority against us. 3) ard early August: we received call from town council about the noise complaint. We explained to the officer on the whole scenario , hoping that the authority could help us to convince the neighbor. However it seem to be in vain 4) ard early September: RC staff approaches us at our house. We explained to the staff in hope that he can help us to solve the issue. We even explained to the staff even we are not sure the so called noise that she had heard is coming from us, we try to accommodate by spending a $50 to buy a thick carpet to lay on our living room. We even come to the point that we are so panariod ,each time we see our son playing or running in the house. ,we will constantly remind him to stop. I'm not sure in long run, is this a healthy way of disciplinary if we constantly restricted a kid to be active at home? Unfortunately, after all these accomodation, it seem in vain again 5) 8 Nov: the town council staff and the RC staff knock on our door again on the same issue. This time, we asked if there is any concrete evidence that the noise is from our unit, the staff explained that neighbor had let them hear a voice recording ( from hp) . We are not sure why a voice recording can be an evidence? But the staffs cannot hear anything on her recording. The neighbor also claimed that our 15th floor neighbor could also hear the sound( we are staying at 17th floor). 6) Today, at 1.15pm , the neighbour came to our door again. Again, she banged our door loudly and forcefully. This time, when we opened the door, she complained that there was noise again. She threatened us that she will call CMC( community mediation center) . my kid was in school from 10.30am to 12.30pm this morning. We are not sure what kind of noise she claimed that she had heard. During the confrontation, the neighbour also used a finger to point fiercely at my kid who had just returned home from school. My kid was so petrified and hid behind my elderly mother. Her action traumatized my kid. We went lodge a police report for harassment and threatening. Unfortunately, the police told us that for such a case, they are unable to handle it unless we call the police immediately when the neighbour harasses us. Having had enough of these constant complaints and authorities checking on us, it has been distressing and tormenting to our family We wondered: 1) without concrete evidence, we are puzzled that the authorities keep checking on us? 2) what if the neighbor is having hallucinations or mental issue? And what if each time, illness relapse, the person start to call town council or other authority again Does it mean that each complaint, the authorities has to check on us again and again? 3) During this pandemic period, most of the families are stay at home ( either WFH or HBL). We are staying in a HDB flat whereby noise from neighbors can be heard everywhere We are perplexed that the fact my kid only weight 23 kg and he does not run and jump very hard at home everyday or 24/7. Is it the running from a toddler will cause such a huge violent shaking on the ground or perhaps, is the noise tolerance level of this neighbor is relatively low? Due to this constant harassment and non stop authorities checking on us, I have been going through sleepless nights and every time our door bell rang, I started to get paranoid again that we may be treated like criminal again interrogated by the authorities. Or even accidentally dropped something on the floor, we get paranoid. do not underestimate a toddler running and jumping sound can amplify for the lower floor neighbors, I am facing one from my newly move in neighbor now. The only time I went up is when the tumbling continue after 10pm. Maybe your neighbor has elderly at home like my mum, due to covid she has to stay home all the time, she complaint to me many time about the noise but i stop her from going up to confront the neighbor. As she sleep early 8pm+, the kid running often wake her up as a light sleeper. Lay extra thick cushion or play mat can help muffled the noise, if kid needs more active movement can go to playground. 1 Link to post Share on other sites More sharing options...

True that sometimes they may be playing, or when they run to the toilet, etc. but the instances were very short... maybe 2-3 seconds at max. she would still come up and complain. Such people are extremely fussy and their expectations unrealistic. I too had neighbours upstairs with kids, there were also noises when their kids ran around, played with toys like balls or even coins, but as long as the noise was off after 10pm or so, i think it is reasonable. This is part and parcel of living in a high rise apartment. As long as you've tried your best and keep within the stipulated time (10.30pm), that is reasonable enough. Don't bother to enforce rules on your kid that would make them feel uncomfortable in their own home, and don't feel like a prisoner in your own home. If she is so sensitive and fussy, she should've just shifted into a highest floor unit. And on daytime, he would spend about 2 to 3 hours in school. We laid on thick mat even though the carpet will get dirty and my kid will get eczema becos of it. We still leave the carpet there. Whenever he is at home, if we see him start running, we will constantly remind him to stop as it will be disturbing. However, it may take time for a young toddler to change his behaviour .Even adult just like that neighbor who may has low level of tolerance, not easy for her to change her mentality not saying a young toddler. We believe the above mentioned are all done to accommodate as we want to live in peaceful HDB but the neighbor will not let the matter rest easily. She will still call upon all types of authority against us. She is a retiree who has plenty of time. We also heard from town council staff that she also complained about the other neighbors. The TC staff told us that she can call them to talk about all types of complaints against any neighbors for a good 1 hour! But we are busy working parents with young kids. We may not have time to deal with her. You have done what you can and the last thing you want is to become into someone like her. Your life is affected. You are getting sleepless nights and even paranoid about the slightest sound that your child's free will movement may cause. My thoughts - 1. Approach your MP. Time to let him /her win or lose your vote next round. Tell him it's causing you and family undue stress. Keep it on record. Who knows, that neighbour may be a patient with IMH. 2. Tell your neighbour the next time she comes, you have no time to entertain her baseless complaints and suggest she either move away or stop cos you are not giving her any attention or time anymore. This may trigger next level of attention seeking harassment. Then you apply from Police to install a cctv to record her antics. Next, with evidence, spend less than $200 to get a lawyer's letter to warn her to stop or you will take legal action against her for harassment. Cc the whole world like the Town Council, MP and Police. 3. If you can afford, have the discussion with wifey on relocation to another Blk or area altogether. Obviously, this is a last resort. Because logical solutions stop at mentally troubled or sick persons. Yes, I suspect that she may be one so she will constantly be hearing noises, constantly seeking attention and endless complaints. That's their kind of world. If I have time, I will sometimes pity these because they did not realise how sick they are actually, their brain fried or heart full of grouses/hatred/ unhappiness. Its a sad way to live out one's life. Meanwhile, please allow yourself and wifey lots of space/time to relax and not so focused on her. Dun want to enter her world ya. Easy to go in, difficult or impossible to leave. Remove door bell. Put a notice "WET PAINT" on door, use doorbell" or "Noise not from our unit. Maybe from next block" 😂Hope you will have a good weekend. The world is a beautiful place with many nice normal people. You and family need not be subject to unkind and sick people. We may not have time to deal with her. I think you can suggest this to get yourself out of your predicament. 1. Genuine case when your child jumping around is really causing loud noises in her home. I suggest you call RC/TC folks to join you to check if this is true. When your child is home, you go downstairs with some RC/TC folks and another group stay in your unit so your child can do his usual activities/running/jumping for 5 mins (don't fake this test). During this 5 mins, the rest of you can observe from your neighbours unit and see/hear if the sound/noise has really amplified into her home. If most of the people around agree the noise is substantial, perhaps you need to restrict the movement of your kid or let him do the running around in the playground or void deck. 2. Non-genuine or borderline case. If during the observation, the group did not hear much noise or the sound is at a reasonable level, the RC/TC folks can mediate and get your neighbour to agree that the sound is acceptable and close this case. They can also bear witness to this test - meaning your neighbour could be overly sensitive to certain noise or sound and that she should not continue to call TC/CMC to complain. However, if the neighbour is of an "unsound" mind or an attention seeker, she may continue to pursue her ranting on the noise issue. Good thing is, RC/TC already know the background and will be factual when it comes to CMC or police reports made against you. 2 Link to post Share on other sites More sharing options...
