I wonder how it works, will Dec 2nd round cause a frenzy for last minute fill? Depending on the zero-sum equation, there will be a COE increase which makes it unpalatable for even a dealer with order on hand to bid, and decide to absorb the drop in rebates for commited purchases.

Cat E in Nov and Dec also may gap Cat B by a wide margin, precisely because of this also.

More importantly, look at the Bids vs Quota number for Cat A. I dont think I have seen such a ~1000 gap before. Means next few bids will have massive overspill demand for Cat A.

not unless dealers have ready stock on hand.  If they were to bring in the cars from overseas after securing the COE, they many not be able to register the car before 31st Dec
