Any workshop would be able to replace brakepads,  it depends on  whether you want original or oem, they will be able to order for you.

Hello. Brake pad is an essential item for a car, any workshop will have the capability to change a brake pads. If you want OEM brake pads, you can request from the workshop, they have a network of stockist they can order the brake pads from and get it delivered to their shop for the installation.

Nothing complicated about brakes, so won't have a specialised workshop just do lexus' brake.

Generally, most shops should be able to handle this task. Make sure the shop you selected have this disc brake piston spreader for front brakes (many shops opt to using screwdriver or ply bar to drive back the brake pistons which may result in damaging the pistons n seals)

As for rear disc brakes, to drive back the brake pistons is difficult and time consuming if the shop do not have a screw back piston tool to do the work

At the same time it is best to do a complete brake fluid flush ,  preferrably with a pressure brake bleeder . Vacuum brake bleeder can also perform the work but will be slower and may not completely draw out the old fluid.
