Parking PSA: 1️⃣ From 1 Sep 2022, we will adjust the grace period for short-term parking in all car parks with the Electronic Parking System to 15 minutes, to give motorists time for pick-ups and drop-offs. 2️⃣ From 19 Sep 2022, we will discontinue the sale of parking coupons at all HDB branches, as 9 in 10 motorists now use the Parking.sg app at most coupon-based car parks to take advantage of per-minute charging. Motorists who prefer to use coupons can still purchase them at authorised agents, such as petrol stations and convenience stores.
  2. The Urban Redevelopment Authority (URA) is going to test whether parking offences can be detected in real time using cameras mounted on vehicles. S'pore using camera mounted on vehicle driven by 1 person to spot parking offences Offences targeted include parking along double yellow lines, against traffic flow, and in lanes with a single continuous white line across a bi-directional road. The six-month trial's objective is to find out if using video analytics on a moving vehicle can identify and classify various types of parking offences, a URA spokesman said on March 18. The trial will start in the second half of 2021. At least 15 roadside car parks in areas such as Tanjong Pagar and Little India will be used for the trial. If successful, its deployment can cut manpower to seek out offenders. Only one person will be needed to drive a vehicle during enforcement operations. Such offences have to be verified physically. The technology is expected to work under all weather and lighting conditions. An enforcement vehicle will have a video camera, a licence plate recognition programme, and an artificial intelligence engine that processes video footage. AI will determines if a vehicle has been parked illegally. It can then classify the offence. It should also pick up heavy vehicles parked in spaces meant for cars. Tests will be conducted on weekdays between 8.30am and 6pm, as well as between 7.30pm and 10.30pm. The Straits Times reported that it understands that enforcement action will not be part of the trial.
  3. Motorists with unused parking coupons which expire on Dec 31 can exchange them for new ones, said the Housing Board (HDB) and Urban Redevelopment Authority (URA) in a statement on Thursday. This can be done during office hours from Jan 2 next year at all HDB branches and service centres and the URA customer service centre in Maxwell Road. URA said the proposed area is bounded by Geylang Road, Lorong 22 Geylang, Guillemard Road and Lorong 4 Geylang, excluding the parcels of land zoned Road, the lots fronting Geylang Road and the sports field bounded by Talma Road and Lorong 12 Geylang. It plans to rezone this area from Residential/Institution to Commercial/Institution, according to its press release. Explaining the decision, URA Chief Planner Hwang Yu-Ning said in the proposal that Geylang is a "rich and colourful neighbourhood" interspersed with associations, clans, places of worship, shops, offices and residential uses. It is also a traditional red-light area, she noted. "The various entertainment and eating outlets in the area give rise to activities of a certain colour and vibrancy," Ms Hwang said. "With more new residential developments in the area, there has been an increasing spillover of disamenities and friction on the ground. "In our assessment, the growth of new residential community in the area of Lorongs 4-22 Geylang needs to be re-balanced and moderated." She added the new residential developments in the area, which have been approved will not be affected and can proceed to be built. The URA said members of public can submit their feedback, objection or representation to the proposal in writing to the Permanent Secretary, Ministry of National Development, 5 Maxwell Road, Singapore 069110, by Feb 11, 2015. The Urban Redevelopment Authority has proposed to rezone the area bounded by Geylang Road, Lorong 22 Geylang, Guillemard Road and Lorong 4 Geylang from Residential/Institution to Commercial/Institution so as to prevent "spillover of disamenities to surrounding areas".

This brings the number of places where new eating houses will not be approved to 18. The new sites deemed to be problematic traffic areas are: Changi Road, which include Jalan Eunos / Still Road to Jalan Kembangan and Frankel Avenue Upper Paya Lebar Road from Lorong Ah Soo to Paya Lebar Crescent Bukit Timah Road, at Wilby Road to Elm Avenue and Anamalai Avenue to Fourth Avenue Sembawang Road - from Mandai Road to Transit Road Kampong Bahru Road to Sporttiswoode Park Road Kampong Glam Jalan Riang in the Braddell Heights area. The URA said it has worked with the Land Transport Authority (LTA) to assess the existing traffic and parking situations as part of their periodic reviews. The agencies also took into account the concerns of residents, as well as existing tenants who want a balance of businesses in the area. Mr Saeid Labbafi, chairman of the Kampong Glam Association, said: "What the Kampong Glam retailers wish to see is a balance between the businesses. We do know that this place is place targeted for conservation, one of the historical places in Singapore. The more time passes, the more the place becomes unique because of its rarity in the area and because of its cultures, and all this thanks to lot of help from the government. We wish to see a balance of the businesses here." For proposed eating areas outside the existing list where food establishments can no longer be set up, URA said it will evaluate them with the LTA, for consideration of approval under its planning guidelines.

Roads in vicinity of Victoria Theatre and Concert Hall, Asian Civilisation Museum to close to vehicular traffic in phases Street level connectivity will be improved with the pedestrianisation of some roads, such as Empress Place, within the Civic District. The move is aimed at creating bigger civic open spaces and allowing pedestrians to stroll freely in a car-free environment. This was announced by the Urban Redevelopment Authority (URA) this morning (Nov 22) as part of their Draft Master Plan 2013. First on the list to be pedestrianised is Empress Place, a road that sits between the Asian Civilisation Museum and the Victoria Theatre and Concert Hall. The aim of the move is to integrate the buildings in the vicinity into a seamless park-like setting. Other roads in the area such as St Andrew’s Road, Connaught Drive, Fullerton Road and Parliament Place, which sit between the Victoria Theatre and Concert Hall and the Singapore Cricket Club, could soon follow suit. URA said they would be exploring the options of closing these roads to cars on a temporary basis for activities and events. They will also study the possibility of permitting only tour buses, public buses and pedestrians on these roads in the future. The agency also said that it would take a “phased approach” to the implementation of the car-free zones and the opinions of local stakeholders and the public will be taken into consideration before the roads are permanently pedestrianised in the long-term. Parks in the Civic District will also get a make-over to include more public seating, night lighting and better signage to help the public navigate the area. To allow people to get closer to the waterfront, the bollards along the promenade of Esplanade Park will be removed and replaced with stepped plazas and “an urban beach”.
