The panel missed the biggest elephants in the room: basic road safety theory,  accountability through licence plate and insurance coverage.

They didn't miss out. They ruled out 3rd Party insurance for non commercial usage.

They are right for those that ride on PCN and pavement though ....

Not so for those that ride on expressway 😅

Those expressway cyclist need compulsory injection of stem cells into their brain...

Dunno, the report sounded like there is for delivery cyclist😂😂😂

Probably under delivery company 3rd party claims as group insurance, rather than individual delivery rider.

Oh... You meant cycling on expressway... Probably half their brain working only.

The frontal lobe missing 😂😂

Got meh? Where got such brakeless bikes in sg? Even the most daredevil riders will want to have brakes so they could come home in one piece.

All fixies and bmxs have coaster brakes which is just as effective as hand brakes. Just because its unseen doesn't mean its not there.

The panel also recommended in its report that regulations on third-party liability insurance (TPLI) should not be imposed on non-commercial users at this point.

It said mandating the insurance would impact all active mobility users, including infrequent users.

"Before introducing any new TPLI requirements on non-commercial users, TPLI products should be affordable and easily available," said AMAP.

"The current high cost of TPLI, especially when compared to the cost of active mobility devices, will deter many non-commercial users from taking up active mobility modes."

From AMAP perspective, TPLI will be pushed out to ALL users.

Regardless of road or PCN.

For TPLI, it is of higher priority to non-road users.  The medical cost of the injured pedestrian will be higher than smashed rear windscreen.

He thought he could jiak the 1 horsepower vehicle. But even pro cyclists can only generate 200 - 300 watts!

Pro Cyclists generate average 400w over 200km.

Sprinter generates 600w & up over 100m to the finished line.
