Citizen want more car -> issue more COE (collect more tax) -> more car on the road -> more operation revenue earn -> traffic congestion (citizen complain) -> up ERP/ petrol tax/ simi sai tax and cut COE -> no more congestion (everyone happy !) -> cycle repeat

Pay so high for COE and what? Don't drive?

Leave the car at home because have to pay high usage charge?

Once you pay for the high COE no matter how high the charge you will drive.

Maybe slightly less like to see MIL because of high usage charge.

But going golf club and JB you are not going to take the bus right?

I can see our export market in the future will be bright. 

Only our avg distance travelled for an avg car is around 20,000km. 

With more COE, and a usage based charging system, sure got ppl buy and only drive during weekends one. Those who are working in CBD especially. 
 

Then we have more car to export, and our condition will be get better, country like Zimbabwe would like to do business with us. :grin:

“However, it is not feasible to (rely only) on usage-based charges to prevent traffic congestion, as these would have to be set at very high rates, which might not be acceptable to many car owners,” he said.

Singapore would still need other ownership controls and measures such as parking charges, he added.

He also noted that taxi, private-hire car and delivery drivers would face higher usage-based fees as they travel longer distances. “We will need to examine the impact on these groups, though usage-based charging is, in principle, a fair approach,” he said.

The Land Transport Authority began the roll-out of the new ERP 2.0 system’s On-Board units last November. These units are equipped with satellite-based technology that can support distance-based charging, though the statutory board said at the time that there were “no immediate plans” to transition away from the current system.

Actually, I agree with this approach. I drive, but i do frequently take mrt to locations that are easily accessible, rather than drive. 

I feel the term car-lite needs to be better defined. All along, i thought it actually meant reducing usage rather than reducing ownership. This definition of what they are hoping to acheve is quite fundamental. There are many other countries that impose hefty deterent costs on driving but not ownership, eg. Hefty congestion charge for London, exorbitant parking fees or limited parking in some Aust cities etc.

To me, more PHVs is not car lite. The roads are congested with intensive usage of PHVs, how is it car lite? Actually, i read somewhere that someone said usage based costs will impact PHVs disproportionately. But isn't that fair since they use the road networks disproportionately? Anyway, the costs will be passed on to consumers, the PHV driver doesn't have to bear it.
