Those really fit will start at 3 - 4am.

Finish 70km ride in 2hrs.

 I dont know what  tricycle but should  a tricycle be on the road ? Why did they not ride on the pavement or footpath?

Make them register, yes, pay road tax, maybe not necessary but make them have a visible identification plate so that anyone who spot them violating any rules or mischief can report them.

exactly, i saw the same thing many time. 

no number plate is the main reason why cyclist misbehave on the road. cos they get away with it even with video. like that 2 amdk.

but once their number plate is capture , it make things alot easy .

Why are still in 1990s?

If Shanghai govt can issue summon electronically for illegal use of car horn, why are we still stuck in VRN nonsense?

If VRN is to be implemented, it would mean that every single bicycle on the island has to be licensed (including your kids bike).

What is the alternative you propose for identification of leotards? 

Also the proposals are for those who want to cycle on the road. So kids cycling in the park or pavements are exempted (until such time the cyclists create a nuisance on the pavements).
