Unlike motor insurance, these guys have Personal Liability cover.  

Make sure you get his details + his insurer's detail.

It is likely you need to lawyer letter for recovery.

There was a comment on this same rider hitting their vehicle as well. The driver decided to let him go.

Something just came into my mind.... gov created bus lane, other vehicles cannot use during some hours, but cyclists can jam up these bus lanes at much much slower speeds, some time can see them chitchat without a care for whats behind them.
