Not only quality is a problem, control on design and selection of materials are also very big problems. If you look into glass which is the current cheapest and fastest and most used material for building facade, they not only introduce heat into buildings that requires more energy to cool down, the high chance of spontaneous glass breakage and their danger is very real.
