Investigations by the BCA showed that the permanent corbel at pier 36 was inadequate. Proposed building works deviated from the approved plans, and the builder was aware it did not gain the necessary approvals for the change before construction.

 

This paragraph very much sum up everything. There was a deviation from the approved building plan summited to BCA (in relation to inadequate permanent corbels at pier 36), yet OKP went ahead with the building works, without getting necessary approval from BCA. And that led to the collapse of that particular section of the flyover.

 

 

Regardless of any other pending charges, the penalty dished out for this particular offense (carrying out unapproved building works) should have taken into consideration of the severity of the accident it lead to (fatality & multiple injuries), as well as referencing the past offenses the builder (OKP) faced.

I think from the today’s article it seems that the strengthening works is trying to save it.

What the... This one involved safety and there is lost of life because of the collapsed of the flyover. Yet all the 3 charges were withdrawn?

Hmm...the trial tomo will be about the loss of life leh. How come no read in full?

You guys want heads to roll but who's going to pick up this sh!t? Even if that happens that pile of rubble isnt going to clear by itself. How much of the tax payers' resources has already poured into the project? Who's going to pick up this sh!t and finish it up? Nobody will dare cos heads will roll if they c0ck up. You get what I mean?

 

If LTA crippled this contractor financially and putting the company's key ppl in jail, what's next? Things will go back to norm by itself, is it?

Construction is high risk. No doubts about that. What is seen on the ground may not be able to see on paper or plans. I believe that's why they made last minute changes. Maybe time isnt on their side. Instead of waiting for approval they took the risk. Obviously it didnt pay off and it was too late.

 

Just my 2 cents. If LTA go all out for blood or do a witch hunt it will only create more issues for them.

Construction is high risk. As a friend once told me, it makes us wonder why those engaged in the design and construction, i.e. civil engineering people, gets paid less for their toil compared to the sales person in the project showroom who can net considerably large amounts of commission.

 

Then wonder why people shy away from engineering [laugh]

Okay read the article in full, but then when a life is lost, other set of charge should be more heavily weigh on due to the fact that life is lost although these charges are not totally related to the person death right?These charges are a result of indirectly causing death of the person too. Like lapses and resulted in chain effect reaction. So much so heavily and end up just conditional warning?

Human error or negligence or outright cheating is not risk as it is act of human not act of god.

 

Punish them accordingly will help to reduce human negligence or cheating.

SINGAPORE: An engineer overseeing works who did not report design flaws and cracks that appeared during the building of a viaduct was sentenced to 86 weeks' jail, or about a year and nine months, and fined S$10,000 on Monday (Dec 2).

A portion of the viaduct from Tampines Expressway to Pan-Island Expressway and Upper Changi Road collapsed in the early hours of Jul 14, 2017, and 11 workers on top of the structure fell at least 9m to the ground. One man was killed and several others injured.

Robert Arianto Tjandra, 46, was given the sentence on Monday after pleading guilty last month to three charges: Recklessly doing an act endangering the safety of others at work; failing to take all reasonable steps and exercise due diligence to ensure building works were in line with regulations; and authorising building works to be carried out without approval.

Two other charges were taken into consideration. 

Tjandra was the qualified person to prepare building works for the project and supervise the carrying out of building works, and he had discovered errors in the design of the corbels and support structures meant to distribute the vehicular load two weeks before the fatal collapse.

He also learnt of structural cracks on the crossheads of numerous constructed piers, including Piers 40 and 41, where the collapse later occurred.

He realised that wrong effective width assumptions had been used in the design of both temporary and permanent corbels of the viaduct, through his omissions at the design stage.

As a result, many of the corbels had insufficient capacity to support the loads they were intended to bear.

However, instead of flagging what he had discovered, as he was required to do, Tjandra tried to conceal the design deficiencies from the Building and Construction Authority by getting additional rebars installed in the corbels without seeking required approval.

The prosecution team, made up of Kristy Tan, Yang Ziliang, Kelly Ho, Ho Lian Yi, Mark Yeo and Ho Jiayun, had asked for at least 22 months' jail and a fine of at least S$10,000.

They pointed out Tjandra's reckless acts - including his failure to consider his team's lack of bridge design experience, failing to give his team guidance or instruction on the proper method or effective widths to be used for the design of the corbels, and neglecting to prepare corbel design calculations himself.

"The Qualified Person (Design)’s role is one of the cornerstones of the construction industry," said the prosecutors, noting that the public depends on the person's attentive and careful performance his duties to ensure structural safety.

They said construction workers rely on this qualified person for the viability of the structures they work on. 

"Deterrent sentences should be imposed to prevent future catastrophes arising from the negligent and even reckless performance of structural design," said the prosecution.

Five people and the main contractor Or Kim Peow Contractors were charged over their involvement in this case.

OKP was fined S$10,000 in July for carrying out unauthorised strengthening works on the support structures of the viaduct, but intends to contest another charge for the death and injuries caused in the collapse.

Engineer Leong Sow Hon was jailed six months in July for failing to make sure that the viaduct's supporting structures were sound.

The other cases are pending.

SINGAPORE (EDGEPROP) - Eng Lam Contractors, the wholly-owned subsidiary of OKP Holdings has secured a contract worth $95.9 million from the Land Transport Authority (LTA) on Feb 6.

Eng Lam Contractors will be involved in the survey, construction and reconstruction of roads, kerbs, footpaths, cycling paths and other road and commuter-related facilities along Singapore’s South East sector.

The scope of the work under the contract will also extend to fabrication, installation, removal, realignment and replacement of new or existing traffic or regulatory signs and street name boards, and retro-reflectivity checks of any gantry, directional and traffic signs.

The contract is expected to be completed by the first quarter of 2026.

The latest contract brings the group’s net construction order book to $454.1 million with contracts extending till 2026.

“We are encouraged to secure another contract worth $95.9 million from LTA. This contract, secured three months after the last $100.3 million LTA project for commuter infrastructure enhancement works, such as cycling paths and covered linkways, at new MRT stations along [the] Thomson-East Coast Line (TEL), Circle Line (CCL)6, Northeast Line (NEL) and Downtown Line (DTL), is reflective of the confidence in our core infrastructure engineering expertise,” says Or Toh Wat, group managing director of OKP Holdings.
