I also fail to understand why the need to have group of 10-25 cyclists in 2 files on the road at any one time.

The blanket rule is necessary to protect pedestrians in PCN and pavement.

If cyclist knocks down pedestrian, how to identify the cyclist?

You already said cannot be identify.

Even lone wolf cyclist don't understand why ppl like to cycle in a peloton of 10 cyclists.
