Yes,  everything same as car. 
I suggest also COE for bicycles.  E.g. Cat A <= $500,  Cat B >= $500 and Open Cat >=$1000
COE must bid by dealer,  cannot individual. 
COE valid for 5 years.  Why?  I see a folks never take care of bicycle.
Also,  yearly inspection for road worthiness and illegal modification.

the ERP 2.0 just shows to us that it the lack of political will rather than the of lack of technology/solution to the pest problem.

 

I am pretty sure those serious riders will be more than willing to be subjected to these rules if it means a safer experience for all of them.

I know a popular bookstore, have such RFID sticker in more pricey books to prevent theft...

A lot of apparel retailer also have RFID tags. 

Just use a more powerful scanner should be able to detect all id in a second.
