His head really hit her head/face while the front wheel just went in front of her. Then he fell on her.

makes sense on paper only...

it doesn't apply in real world.

Like COE on cars is to control car/bikes population, bicycles, PMD, 

parachuted CEOs etc

Now all pedestrians should open gate, stick out an umbrella in front of them before stepping out of the gate.  Cyclist go too fast and kena clotheslined by the umbrella, it‘s their own fault

I also feel the rules are stupid. but rules are rules.

If the rules dun allow cyclist to over take. then they simply cannot overtake.

Rules are make to be follow until a better rules come up.

It dun make sense to compare to cars because there is no such rules for drivers, But if in any case there is such rules for drivers i expect all law abiding driver esp from mcf to follow also. If cannot follow the law simply dun drive or dun cycle.

Then why set an unenforceable rule for cyclist?
