Yes. But it's not a common sight and usually around the areas near their dorms. Even then, they still stick to the side of the road.

Only UCI-sanctioned event requires UCI license.

Currently, all PAB riders need a license. It does not differentiate btw road going or not.

So far, other than delivery guys, I haven't seen any action taken to catch any cyclist.

If AMAP proposes licensing regime, it is likely for all cyclists.

It might end up as a rule that is NOT enforced.

I am not supporting those riders who knock onto cars infront, but I tend to be more forgiving if unfortunately it happens as there are reasons that such things happen.

One reason is fatigue as a few pointed out here. Another is that to ride safely, riders would also need to look down and focus on the road often to avoid those potholes and other debris as riding over them would be disastrous. Perhaps that is also why the riders  involved in such accidents seem to be not paying attention ahead but they are actually experienced enough to know that looking ahead alone is not enough. And at higher speed, not easy to juggle both views. I am not sure if you have seen videos of riders somersault due to potholes, something that I do not want myself to end up with definitely.

well, at the very least, make sure those who go on the road can pass the basic theory on road safety before giving them the licence.

Do random spot checks to make sure those on the road has the licence.

Those caught on the road without licence:

1st offence: fine $100 and 100 hours of mandatory volunteer work at A&E/clear PCN lanes of rubbish

2nd offence: fine $300 and 300 hours of mandatory volunteer work at A&E/clear PCN lanes of rubbish

3rd offence: fine $500 and 500 hours of mandatory volunteer work at A&E/clear PCN lanes of rubbish

Have to see what’s their mandate.

A lot of ground works still lies with LTA.

You very pessimistic leh. Would you be angry if I say those car owners have only 2 choices to make when accident happen: hospital or mortuary? Very tough choices also.

Then by your standard, many car owners should not be on the road also if they cannot judge properly when turning lanes or at junctions, which so many are guilty of if you on the road often. But they are not banned or anything. Be patient and more forgiving lah.
