If similar scheme to be implemented, it should be the same. Including theory test (you had mentioned). MoT will not implement it as it reduces PCN usage. Its same as car, u dun travel on public road, dun need register or different form of registration Some racer/road cyclist is using this lame excuse that bring in kids cycling under the block or in garden / old man on track etc as same category as themself to avoid registration so they can carry on their antics and behaviour on the road, and get away with it. If in possession of valid driving license, demerit points to be given as well. If accident happened with motor vehicle and cyclist not insured, cyclist not eligible for any claims on the motor vehicle regardless of liability. So simple! All bicycle must be registered. No different from PMD and PAB. Bicycle NOT riding on the road needs insurance more than the other way round. The answer is ( of course ) 4 wheelers is much more safer when its rain on wet weather.
