It would be impractical for all bicycles to be registered as some cyclists would own multiple bicycles and some might buy and sell them often. Same goes for number plates. 

LTA could license or register them by introducing a cycling theory test that are linked to individual NRIC. Similar to what they did for PMDs. So if anything happens, police will be able to trace the cyclist. It is also a plus for cyclist who buys cycling insurance as it helps to cover 3rd party claims should a cyclist knocks a person down or hit a car. 

It's a matter of how it can be implemented, managed and enforced. Whether the authorities want to do it or not is another question.

Currently, all PMD and PAB needs to be registered.

If similar scheme to be implemented, it should be the same.

Including theory test (you had mentioned).

MoT will not implement it as it reduces PCN usage.

Only those that travel on the road.

Its same as car, u dun travel on public road, dun need register or different form of registration

Some racer/road cyclist is using this lame excuse that bring in kids cycling  under the block or in garden / old man on track etc  as same category as themself to avoid registration
so they can carry on their antics and behaviour on the road, and get away with it.

Like i say its kids level debate😂

Those cycling through HDB blocks can be very dangerous, especially right in front of lift lobby.

Use RFID or GPS tracking lor. 

Or all Bike computer have "handshake" system that can track all riders in proximity. 

Or must be reflected in Strava.

Register and be insured to be eligible to ride on the road. If caught on the road without registration, jail and fine. If in possession of valid driving license, demerit points to be given as well.

If accident happened with motor vehicle and cyclist not insured, cyclist not eligible for any claims on the motor vehicle regardless of liability.

So simple!

All bicycle must be registered.  No different from PMD and PAB.

Bicycle NOT riding on the road needs insurance more than the other way round.

This is especially when the law put priority on 3rd party bodily injury and death.

A simply analogy of cyclists are 2 wheelers safer or 4 wheelers safety aspect ?

The answer is ( of course ) 4 wheelers is much more safer when its rain on wet weather.

I do owned a 2 wheelers foldie and after a year old lockdown I'm back on my car, regardless of Electric bike or Battery charged, Branded or china made cost 500-20K bicycle, motorists are 20-30% scare of coming close contact.
