This looks like Seletar with the painted blue lines on last lane for bicycles. Usually, it's either he follow too close and can't brake in time, or he was trying to draft the lorry and it braked. Or simply unaware of the stopped lorry in front of him. Always be careful even if you are in a cycling lane.
