By S Ramesh, Channel NewsAsia | Posted: 12 February 2009 1322 hrs SINGAPORE: Singapore will be joining the international community with its anti-piracy efforts in the Gulf of Aden. Defence Minister Teo Chee Hean told Parliament on Thursday that Singapore will be deploying a Landing Ship Tank, with two Super Puma helicopters for a period of three months this year. The ship will work with the newly-formed multi-national Combined Task Force 151 to protect shipping in the Gulf of Aden. The LST will be deployed once the operational arrangements have been made. Minister Teo explained that Singapore's involvement is because as a maritime nation, the country shares the concerns of the international community regarding piracy. It is also committed to supporting international efforts to keep the sea lanes safe and secure. He stressed that it is not possible for any country, including Singapore, to protect its own shipping in all the key sea lanes of the world. Hence all countries have to depend on international cooperation to secure the sea lanes for everyone's use and that means littoral states, user states, and the international community have a role to play. Minister Teo said there was an upsurge of piracy attacks recently in the Gulf of Aden. In the past year, over 100 ships have been attacked by pirates, who have raked in an estimated ransom of US$120 million. And in recent months, NATO, the European Union, the US, as well as countries such as China, India, Malaysia and Russia, have contributed to anti-piracy efforts in the Gulf of Aden. Other countries, including Japan and Turkey, have announced their intention to send naval vessels.

The Syrian crisis has raised the threat of terrorism in Singapore. Deputy Prime Minister Teo Chee Hean gave a sobering picture in Parliament today (July 9) on the impact of the crisis to the country and why the developments go beyond security concerns and threatens social cohesion. The Syrian conflict is into its third year and is a security concern for many countries including Singapore. As many as 12,000 foreigners may have already gone to fight in Syria, and the number is growing. Mr Teo, who is also Home Affairs Minister, revealed that a handful of Singaporeans have also gone to Syria to take part in the conflict. “The Government knows of a handful of Singaporeans who have gone to Syria to take part in the conflict. One of them is Haja Fakkurudeen Usman Ali (Haja), a naturalised Singapore citizen of Indian origin. He brought his wife and three children then aged between two and 11 with him,” he said. “Another female Singaporean is believed to have gone to Syria with her foreign husband and two teenaged children. The Straits Times understands Ms Saw, who headed rail operator SMRT Corp for the past nine years, will join Auric Pacific, a diversified unit of Indonesian conglomerate Lippo Group, before the end of the month. Ms Saw, 57, was with duty-free retailer DFS Venture Singapore before joining SMRT. Auric's main business is in the distribution of fast- moving consumables such as food, and it has a strong Asian presence. They can also look forward to a starting salary of $2,370 which is $100 more than current ones. Not leaving out existing police officers, Second Minister for Trade and Industry S. Iswaran announced today in Parliament that more senior officer positions will be created within SPF to provide more opportunities for career advancements. Selected frontline officers will also receive a $200 allowance per month on top of their current salaries. Also speaking in Parliament today, Deputy Prime Minister Teo Chee Hean said that the monetary incentives, which have been in place since February 1, 2012, will help with recruiting more officers. Speaking after DPM Teo, Minister Iswaran announced a slew of changes to SPF's policing model Community Policing System (COPS), to address anticipated changes in Singapore's security needs in the coming years. The changes include increasing the police force by 450 more officers, introducing two new units at each neighbourhood police centres (NPCs) and the opening of two more NPCs in Punggol and Woodlands West late this year. Mr Iswaran said the officers, to be recruited over the next few years, will supplement two new departments within each of the 35 NPCs. In an attempt to broaden and deepen officers' involvement with the community, the current Community Liaison and Preparedness team will be expanded into a Community Policing Unit (CPU). Officers of this larger team will be assigned to specific beats, and will conduct foot and bicycle patrols to build closer relationships with community stakeholders. Further to this, a Crime Strike Force will be introduced at each NPC as currently; crime fighting teams are largely restricted to the six police divisional headquarters. With the introduction of the strike forces, Mr Iswaran pointed out that the police's crime-fighting capabilities will be brought closer to the community. He added that officers will be more familiar with the local terrain and hence more effective in fighting crime. Bukit Merah East NPC and Tampines NPC will be the first NPCs to be reorganised in May 2012, and the rollout to all NPCs is expected to be completed by end-2015. Leveraging more on technology, Mr Iswaran also announced that police cameras will be installed in all of Singapore 10,000 carparks and HDB blocks by end-2016. The cameras will be set up at strategic points of ground floor lift lobbies and staircase landings to cover key entrances and exits. The recorded footage from these cameras can help post-incident investigations. A pilot programme will begin in May 2012 covering 300 HDB blocks and multi-storey car parks at selected locations which revealed at a later date.

He's a veteran member of miw... part of the inner-circle... experienced minister (who seemed a good performer except a few flaws plus losing his seat in the last GE), etc. We all know ex-ministers (or senior post holders) will be given 'good' posts in GIC linked businesses after they retire, a typical 'reward system' used by the miw for its members. But GY's case seems to break the 'tradition'..... he joined a foreign group instead of becoming a 'family' member of GIC/Temasek dynasty. What went wrong? Are his views on how singapore should be led/governed so different from the miw's views that the latter TL and 'abandoned' him? or its the other way round: he super TL with miw's refusal to change despite their failed methods which led to him losing his seat during the 2011 GE? Does his departure (from the miw clan) signal the beginning of an 'exodus' of other miws from the party (due to fractions, infighting, etc)? Or is his latest move to a foreign group just a detour / smokescreen leading to something 'drama' eg forming / joining a opp party? Or all is well, nothing to think about, life goes on? miw might have offered him a lucrative post in GIC/temasek etc, but he rejected it? or miw told him "FO, and take care of yourself?"
