Should seriously make an example of one group of these cyclist. 

Should restrict cyclist group to not more than 2. Anything more requires proper registration, permit, security planning. 

I guess the only way is for a large group of cyclist being involved in an accident with high fatalities before the authorities and the cyclist learn their lesson.

Since it is free, i guess many people will go take the 2nd booster lo. Like one of my colleague told me, if gahment ask to go take booster, just go take la cause it is free lo. Why you scare and reject to take le? Some countries people there want to take also have no chance and maybe not free. 🙄
