Pictures taken by her pregnant mother showed the smiling two-year-old outside her home before she set off to begin at the private Willcocks Nursery School in Kensington. On its website the school, rated as "outstanding" by government inspectors, describes itself as traditional, saying it "strives to maintain its ethos for high standards, excellence and good manners". Fees are £3,050 (S$5,500) per term for mornings and £1,800 for afternoons. Charlotte is fourth-in-line to the British throne behind her father, her elder brother George and grandfather Prince Charles and her parents are expecting a third baby in April. Unlike previous senior royals, Prince William attended nursery school as a child and son George made the step up from nursery to primary school in September when he began at Thomas's Battersea, a private school in southwest London.

  4. Liquor Control Zone at Geylang and Little India. Yahoo news: Stricter liquor rules in Geylang, Little India from 1 April Additional restrictions for consumption of liquor in public places will be imposed in two Liquor Control Zones (LCZ) in Geylang and Little India on weekends and public holidays, the Ministry of Home Affairs (MHA) said in a press statement on Tuesday. Within the LCZs, public drinking will be banned from 7am Saturday to 7am Monday from 1 April, when the Liquor Control (Supply and Consumption) Act comes into effect. On public holidays, there should be no consumption from 7pm of the eve of a public holiday to 7am of the day after the holiday. Shops in the LCZs are also not allowed to sell retail alcohol from 7pm on weekends, eve of public holidays, and public holidays. The new law already bans drinking in all public places and the retail sale of alcohol from 10:30pm to 7am daily. 'Even-handed' enforcement In previous reports, the police have said they will take a calibrated and even-handed approach in enforcing the law. This approach was explained in some detail in the MHA statement: "If a person is found consuming liquor in public places, the police will take down his particulars in the first instance and require him to dispose of the liquor. If there is public annoyance, the police can also advise the person to move on and leave the place. If he complies, no further action will be taken. Waited 30mins in the Q for both food . After eating, felt gado-gado gravy watery & little, with little ingredients. As for mee soto, soup taste rather ordinary, no "kick" even after adding their chili paste. My opinion - 不值得 Those who have tried other stalls recommended, feel free to input your comment/feedback

Very subtle sign to increase parking charges...starts with articles like this Car park crunch: More radical solutions needed, say experts SINGAPORE: Even as the authorities look into the idea of mechanised car parks, some analysts pointed out the challenges - such as maintenance and costs - with such a system. Instead, they suggested more innovative ideas, including creating a private market for parking spaces and allocating different zones for vehicles of different sizes. National University of Singapore transport expert Lee Der Horng noted that it is "very common" in some cities in the United States to group cars of similar sizes together. Said Associate Professor Lee: "So the smaller cars are parked in the same zone, and it's the same for the sports utility vehicles (SUVs), for instance." Nanyang Technological University transport economist Michael Li has a more radical suggestion: Allocate each household with a car park lot and allow those who do not own any vehicles to "rent" out their lots to others, thus creating a market which would enable demand and supply to balance out. According to the Ministry of National Development, six in 10 Housing and Development Board (HDB) households do not own cars. About a third own one car, while 5 per cent own two or more. The transport analysts pointed out that the cheap HDB parking fees here would escalate the carpark crunch in the years to come. In Taipei, for instance, motorists have to pay a flat fee of as much as S$200,000 for one parking lot, said Assoc Prof Lee. He added that policymakers should think about a "market-based" solution - in which parking fees will have to be higher - for housing estates that face severe car park shortage. Last Friday, National Development Minister Khaw Boon Wan wrote on his blog that, while new estates will come with adequate car parks, new solutions are needed in the older HDB estates "where there is little space to add new lots". Mr Khaw has asked the HDB to look into mechanised parking systems but he noted there are "implementation issues" to be worked through. HDB residents who spoke to TODAY generally welcomed the idea - as long as the system is thoroughly tested and properly maintained. Some suggested a policy which require residents to secure a parking lot before they buy a vehicle - a suggestion mooted last year in this newspaper in a column by consultant Richard Hartung. Calling for a balloting system for HDB households who wish to own more than one car, IT consultant Brandon Tan, 40, said: "HDB carparks are supposed to be for the middle-class masses ... If people want a second or third car but fail to win the ballot, then they should look for alternative parking solutions." - TODAY

Ex-teen actor starts jail term for insubordination in NS FORMER teen actor Marcus Ng Yi Loong, 21, began his one-week jail term on Tuesday after he failed in his appeal to get his sentence for insubordination quashed. The High Court on Tuesday upheld the jail sentence meted out by a Singapore Armed Forces (SAF) court martial in July last year. He was also reprimanded by a Military Court of Appeal for being rude to his superior. This is the second time he has been hauled up since he started his military service in September 2006. Ng, who holds the rank of Private, is perhaps best-known as the rebellious teen in the TV sitcom Phua Chu Kang. Ng's troubles in the SAF began in October 2006 when his superiors at the SAF Medical Training Institute slapped him with four charges for offences including not obeying orders. In February last year, while he was being investigated by the SAF legal process, Ng chased and argued aggressively with a 50-year-old woman Warrant Officer in his unit's Operations Room. A Master Warrant Officer, a trained Commando, saw the altercation and intervened. Ng rudely shrugged off the Master Warrant Officer's hand when he tried to calm the Private. For this, Ng faced two more charges: one for insubordinate behaviour after the Operations Room argument, and another for improper conduct. Last July, an SAF court martial found him guilty of these charges and sentenced him to seven days jail at the SAF Detention Barracks for each charge. Unhappy with the sentence, Ng lodged a Notice of Appeal - a legal right for all SAF serviceman to seek redress - and was granted a hearing by a five-person panel chaired by Justice Choo Han Teck. In the meantime, Ng was fined $500 for two of the earlier charges and acquitted on the other charges. On Tuesday, Ng's defence lawyer, Mr Wendell Wong from Drew & Napier, said a jail term was 'the harshest punishment I've ever seen for this sort of offence'' and urged the panel to quash the convictions or impose a fine instead. But Mr Luke Tan, head of Military Law at the Ministry of Defence, argued: 'This is akin to a case where a person is on bail. Has he learnt anything from it? No, he goes one up and goes after two other officers.' 'It would be inappropriate to give a little slap on the wrist by imposing a fine as that would be of little consequence to him.'' Some 25 people, including Ng's mother, Madam Florence Tan, 58, were in court when the panel reached a unanimous decision to uphold the first charge and reduce the second sentence to a reprimand. He appeared teary-eyed when led away to begin his sentence.

  21. I was coming back from Malaysia yesterday on NSH and was followed closely by a Proton Waja so I gave way for it to pass on the right lane. Then it started raining heavily that I could hardly see what was ahead so had to slow down. Then I saw the same Proton Waja first crash its front at the centre barrier, spins a few rounds and while spinning got the car back bumper smashed too. Then suddenly he seemed to gain control and drove to the shoulder of the highway. By then there was debris of car parts all over. Does anyone knows what is the best way to gain control back in such situation when the car start spinning under wet road condition?
  22. goodbye jailbird ================== BT 31/5 FORMER National Kidney Foundation (NKF) chief TT Durai has failed in his appeal against a corruption conviction and will have to serve a three-month jail term starting June 10. The High Court yesterday dismissed Durai's appeal against the conviction and the jail term, with Justice Tay Yong Kwang saying he found no reason to disagree with the conclusion of the trial judge. District Judge Aedit Abdullah found the former NKF chief guilty of corruption in June last year, based mainly on the testimony of key witness David Tan. Mr Tan, a long-time friend of Durai, owned the design firm DTC to which Durai issued a false invoice for $20,000 in June 2007. The court found that Durai asked Mr Tan to draw up the invoice for design work at NKF centres to trick the charity into paying his friend. When pressed on the witness stand, Mr Tan could not say what work was done. Judge Aedit said the offence was serious because it involved a charity's funds. Justice Tay agreed with that verdict yesterday, saying Durai was 'in a position of trust and authority' at NKF and the money in question belonged to a charity whose funds come from trusting donors. He dismissed Durai's arguments that a custodial sentence would affect his ability to repay his debts to NKF. Durai owes the charity $4.05 million after losing a civil suit last year filed by NKF. The former NKF chief will start serving his jail term on June 10. The court allowed him to defer the sentence as his elderly mother is having an operation next Tuesday. The former NKF chief faces a second charge of corruption for allegedly using a false invoice to approve a $5,000 payment from the charity to an advertising company called DecisionOne. The charge carries a maximum penalty of five years' jail and/or a $100,000 fine. Durai is now working for Property Facility Services, a real estate management company, and is starting a firm in the United Arab Emirates offering health care and human resource services in the Middle East. He is its chief executive officer, based full-time in Abu Dhabi, with a pay packet of $25,000 a month.
