  5. Good move to reduce FT flooding in and straining our infrastucture. But now we know the reason behind the surge in FTs for the past couple of years. $2800/mth can bring in parents, in-laws, spouse and children? [sINGAPORE] First, higher levies and stricter work pass conditions made it harder for foreigners to work here. Now, foreigners will also find it tougher to keep their families here, under a new rule announced on the Ministry of Manpower's (MOM) website on Monday. For Singaporeans, this move might mean fewer foreigners competing for limited space in local schools, hospitals and trains. But the city-state might also be less attractive to some lower-earning skilled foreigners who will now have to work here without their spouses or children. From Sept 1, MOM said in a posting on its website, S Pass and Employment Pass (EP) holders need to earn at least $4,000 monthly before they can sponsor a Dependant's Pass for their spouses and children. The salary requirement is up from $2,800 previously. The Dependant's Pass is a privilege that allows foreigners to stay here for longer periods of time, and is tied to the duration of the sponsor's work pass. Dependants can also apply for Letters of Consent to work here, without having to apply for a work pass. For all EP holders, their parents-in-law are no longer allowed to stay here. Those earning more under the EP framework will face progressively fewer restrictions. P2 Pass holders, who earn at least $4,500, can bring their spouses and children, but will no longer be able to bring their parents or parents-in-law. P1 Pass holders, who earn at least $8,000, can still bring their parents in addition to their spouses and children - just not their parents-in-law. Meanwhile, P1 and P2 Pass holders can also still apply for long-term visit passes for other categories like common-law spouses, their children, and handicapped children and stepchildren aged above 21. Explaining the changes, MOM said: "The government is making this move as part of the overall direction to moderate growth of the non-resident population, including the foreign workforce inflow, in Singapore. "This will help ease the pressure on our social infrastructure," it said. MOM advised companies not to make a "knee- jerk reaction" to the tightening of dependant privileges, as MOM will continue to approve Dependant's Pass applications before Sept 1. Current dependants can also stay in Singapore as long as the main pass holder has a valid work pass and remains with the same employer. MOM's move is the latest in a series of moves by various ministries to sharpen the privileges of being Singaporean and restrict the influx of foreigners which has strained the city's infrastructure and caused locals considerable angst in the last few years. For example, qualifying salaries for EP holders were raised to $3,000 in January along with stricter educational requirements. Higher foreign worker levies and tighter foreign worker quotas kicked in earlier this month. MOM, however, stressed that Singapore "remains a global talent capital" and continues to welcome highly skilled foreign talent who want families to stay with them. Observers say that the latest change affects young graduates looking to work here who earn wages in the $2,800-$4,000 range. Teo Siong Seng, president of the Singapore Chinese Chamber of Commerce and Industry, said: "I don't understand the rationale. Do support and give priority to Singaporeans, but we must also open up to talented people. Those who are younger and just started work, just married, might be discouraged from coming to work here as it is harder to part from their spouses." Similarly, Annie Yap, managing director of recruiter AYP Associates, said that "quite a lot of foreigners earn in the $2,800- $4,000 range", so the move will deter some from continuing to work here. Others are divided on whether the move will have an impact on Singapore's attractiveness to talent. Singapore National Employers Federation executive director Koh Juan Kiat pointed out that other countries have similar restrictions for dependants. Lim Der Shing, chief executive of online recruitment portal JobsCentral, said that Singapore is such an expensive place to live in anyway that it is likely that only those earning $4,000 and above are bringing dependants in. "For my company, people on S Passes and EPs don't bring their dependants over unless both husband and wife are working," he added. Chan Chong Beng, president of the Association of Small and Medium Enterprises, said the move is a good one. "Our infrastructure today is quite jammed and will need some time to be ready for more people. This will ease the pressure," he said. Ultimately, the move might be good in the short term but may have an unintended consequence in low-fertility Singapore, which is trying hard to solve its demographic problems, said sociologist Paulin Straughan, an associate professor at NUS. She said that the new rule will encourage a "guest-worker" mentality among foreign workers earning less than $4,000 a month. They will more likely be single and willing to work longer hours for lower wages, Prof Straughan said. "We're no longer going to be attractive to married individuals who can fill in the kind of jobs people in that salary range usually take - essentially service sector jobs. "This changes the nature of work. You will have foreigners come in who are single, and their only intention is to make as much money as they can and go home - as, obviously, they are not welcome here," Prof Straughan added. "That's a pity. Because when the entire family is here, the way the guest worker leads his or her family life will be very different. "They will be more like regular Singaporeans, keeping regular hours to have a good work-life balance."

Tan Cheng Bock keen to run for President By Andrea Ong & Zakir Hussain FORMER Member of Parliament Tan Cheng Bock has quit the ruling People's Action Party (PAP) and indicated that he may be a candidate in the coming presidential election. He told The Straits Times yesterday: 'Many people have been urging me to stand as president, and I am very honoured. But there are rules I have to follow. One rule is I must apply for the certificate of eligibility first.' Dr Tan, 71, confirmed that he had resigned from the PAP earlier this month but declined to say if this meant he would indeed run for president in the election which must be held before Aug 31. The Elections Department is expected to announce that aspiring candidates can pick up forms to apply for certificates of eligibility next week. Under Singapore's Constitution, candidates must satisfy a list of stringent criteria and be screened by a Presidential Elections Committee (PEC). In the 2005 election, three aspiring candidates failed to meet the criteria, leaving President S R Nathan to be returned unopposed for a second time. It is not yet known if Mr Nathan, who turns 87 this year, will seek re-election. The Government usually backs a preferred candidate, and has yet to do so this time. Despite his PAP background, Dr Tan will not be entering the race as the Government's candidate. Observers believe that his entry into the race will make it a contest to watch, coming as it does in the wake of the PAP's record low vote share of 60.1 per cent in the recent general election. One requirement set by the PEC is that a candidate must not belong to any political party. Dr Tan now meets this rule. The medical practitioner joined the PAP in 1979 and was MP for Ayer Rajah single-seat ward from 1980 to 2006. He also fulfils the requirement of having served for at least three years 'as chairman of the board of directors or chief executive officer of a company incorporated or registered under the Companies Act with a paid-up capital of at least $100 million or its equivalent in foreign currency'. He has been non-executive chairman of Chuan Hup investment holding company since 1991. Its annual report for the last financial year states its issued and paid-up capital as US$152 million (S$189 million). Contacted yesterday, several former PAP MPs expressed surprise at Dr Tan's possible candidacy. Others said they saw it coming as Dr Tan had adopted a higher public profile in recent months. He started a blog and Facebook page in March, posting articles and videos on current affairs in Singapore. One post on a speech he made in Parliament in 1985, entitled 'No More Blank Cheque for the PAP', has caught netizens' attention in recent weeks. A Facebook page set up by anonymous supporters calling for Singaporeans to vote for Dr Tan as president has received more than 471 'likes'. The famously outspoken former MP and chief of the Government's Feedback Unit made headlines recently when he resigned from the board of the new Ng Teng Fong Hospital saying he disagreed with naming a public hospital after the late property tycoon simply because the latter's family had donated $125 million. 'That's very Tan Cheng Bock,' said president of the College of Family Physicians Singapore Goh Lee Gan. 'He stands up for what he believes is right and has great independence of mind. It would be great to have him as the president.' Former PAP MP Chng Hee Kok said Dr Tan would make 'an excellent president'. 'He's people-oriented, very level-headed, and has a heart for Singaporeans' well-being,' he said. Dr Tan was known for big wins in all six general elections he contested. His 88 per cent of the vote in 2001 was the PAP's best score in 31 years. Observers expect the presidential race to open officially next week. The Elections Department website says those who did not vote at the recent general election can get their names back on the register of voters from June 7. They may apply online or in person at the department's Prinsep Link office or at any community centre with a valid explanation for why they did not vote on May 7. In 2005, applications for eligibility certificates opened on May 31. The writ for the election was issued by the Prime Minister on Aug 3. Aspiring candidates will have up to three days after the writ of election is issued to submit their applications for an eligibility certificate. The PEC, which is led by the chairman of the Public Service Commission, will vet all applications. Other members of the PEC are the chairman of the Accounting and Corporate Regulatory Authority, and a member of the Presidential Council for Minority Rights as nominated by the Council chairman. The PEC will issue certificates after screening applicants to ensure they are people of integrity, good character and reputation. Candidates must also be at least 45 years old, and have held key appointments such as minister, chief justice, speaker or permanent secretary for not less than three years, or been chairman or chief executive of a statutory board. They can also have held similar or comparable positions of seniority and responsibility in organisations of equivalent size or complexity in the public or private sector which, in the opinion of the PEC, has given them the experience and ability in administering and managing financial affairs so as to enable them to carry out effectively the functions and duties of the office of President. Only aspirants cleared by the PEC can stand as candidates on Nomination Day. There will be a minimum nine days of campaigning, plus a cooling-off day of campaign silence. Candidates also have to place a deposit to contest. Under the Presidential Elections Act, the sum is three times the amount required for a parliamentary election candidate - which this year works out to $48,000. Those who poll less than one-eighth of total votes lose the deposit. The elected presidency was established in 1993 as a way of safeguarding Singapore's reserves, two years after the PAP scored a then-record low of 61 per cent in the 1991 General Election. Since then, the government of the day is required by law to get the approval of the president before it can draw down on the reserves, under a so-called 'two-key' system. In 1993, then Deputy Prime Minister and labour chief Ong Teng Cheong was the candidate endorsed by the Government. He won with 58.7 per cent of the votes against banker Chua Kim Yeow. After going through my experience to enrol my kids in P1 in Tao Nan, I always gave this advise to my colleagues and friends that the number one thing they need to do to get a good chance is to move house to within 1 km of the school. I happen to pass by the school general office while running an errand and was shocked by the information about this year P1 registration. Now even those kiasu parents who stay within 1km also have no guarantee for a place under phase 2B! Prior to 2008 exercise: less than 1km and less than 2km no need to go through ballot. 2008: less than 2kn need to ballot - only 8 places for about 30 applicants 2009: no idea 2010: even those less than 1km need to ballot - 63 places for 94 applicants! (Every year there are only about 60 places for phase 2B.) So if you are still serious about it, moving to within 1km is a MUST, else please consider other schools nearby as got no chance at all. There are simply too many landed being redeveloped into condos and apts in Telok Kurau area. How sad that the situation in TNS is now the same as other elite schools.

Lexus and Toyota vandalised in the latest attacks in Laguna Park UGLY ACT: Corrosive liquid was thrown on a Lexus belonging to a Laguna Park resident who is against a collective sale of the estate. It may have been a vicious attempt to change his mind HUNGER for en-bloc dollars looks to have turned vicious at a quiet private estate in East Coast. On Tuesday night, two residents of the 530-unit Laguna Park estate discovered that their cars had been doused with a corrosive liquid, possibly paint thinner. They were among the residents who had not yet agreed to put the seaside development up for sale. Earlier this month, two other cars belonging to the dissenting group were also vandalised. Residents claim they were the latest of several cases of vandalism that began after the possibility of going en-bloc arose last December. The estate has until the end of this year to gather an 80 per cent vote to put it up for sale. But so far, residents say less than 65 per cent are onboard. Residents have been told by a property valuer that an average unit could be worth more than $2.1 million and the penthouses almost $4 million if the estate goes en-bloc. A resident said the market rate for a normal unit now is about $1.3 million. Some of the holdouts have lived in Laguna Park since it was built in 1977, while others have been there for many years. Some residents told The Straits Times they were surprised that the sale has fostered so much acrimony. Five cars have been vandalised in recent weeks, said the outgoing chairman of the condominium's management committee, Mr Chua SC, who declined to give his full name. Some vehicles were doused with a corrosive liquid while others were scratched and splashed with black paint. Police reports have been made and investigations are under way. An independent analyst said residents sometimes do strange things in the hopes of pushing through an en bloc sale. 'But resorting to criminal acts...this would be the first time,' said Mr Ku Swee Yong, Savills' director of marketing and business development. The vandalism could ultimately be a futile exercise with the cooling property market, said Mr Ku. 'It's a bit of a long shot in these market conditions to find buyers.' Laguna Park residents told The Straits Times yesterday that they believed the vehicle attacks were 'inside jobs' committed by people who support the en-bloc deal. [sweatdrop] If this proves true, Mr Chua thinks it is a 'very stupid, silly and naive way of trying to get people to sign'. 'I don't think this is the right way to do it,' said an agitated Mr Chua, who had the logo ripped off his Nissan about three weeks ago. Mr Robin Sng, a company director, owns one of the cars damaged on Tuesday night. The corrosive liquid ate away the paint on the bonnet, door and bumper of his four-year-old Lexus. 'I feel frightened,' he said. A brand new Toyota parked 50m away was also vandalised on the same night. A resident diligently went round the estate's dustbins and found a can of paint remover in a rubbish bin near the carpark. The can was taken away as evidence by the police, who are investigating the rash of vandalism. Mr Chua said he told residents at a recent annual general meeting that something had to be done about the cases. Residents earlier shot down the idea of installing surveillance cameras, he said. 'Now I suppose it has become urgent enough to reactivate the idea.'
