  2. AS MANY as one in three men in Singapore could be suffering from premature ejaculation (PE), according to a study. PE, a devastating condition for a man, is defined as a lack of control on a man's part during intercourse, resulting in ejaculation prior to or within one minute of penetration, said Associate Professor George Lee Eng Geap from the University of Malaya and Monash University. Although the poll did not include Singapore, Prof Lee, who is part of the study's steering committee, said: "We believe the results to be applicable to Singapore, because a similar study done in Europe in 2007 also showed a similar result. PE is a problem that cuts across ethnicity and age groups." The Asia-Pacific Premature Ejaculation Prevalence And Attitude Study surveyed nearly 5,000 men, aged 18 to 65, from 10 Asia-Pacific countries, including China, Australia, New Zealand, Thailand, South Korea and Malaysia. The causes of the problem are complex, ranging from the psychological to the physiological, said Prof Lee. A person who secretly had intercourse at home, and was anxious of being found out by his parents, for instance, could develop PE later in life, he said. The problem could also be genetic in nature, he added. There may be a solution: American company Janssen-Cilag has recently submitted its medication, Dapoxetine, to the health authorities here for review. The pill is the only known medication that can treat the condition and is currently available in seven European Union countries, including Sweden, Austria and Italy. Outside of Europe, the medicine is available only in New Zealand and South Korea. Dapoxetine is supposed to boost the ejaculation-delaying hormone serotonin, by preventing or delaying the breakdown of serotonin in the body. In effect, this would help maintain higher levels of the hormone in the body, which would in turn help to delay ejaculation. Other treatments for PE include behavioural therapy like counselling, or topical treatments like sprays, numbing gels or condoms. However, there are drawbacks to some of these treatments. For example, numbing gel or sprays can desensitise the penis, causing a loss of sexual enjoyment, said Prof Lee. The condition can seriously injure a man's relationship with his partner. "PE can have a devastating impact on the relationship between men and their partners," said Prof Lee. "The impact extends not just to a man's self-esteem, but also to a woman's fulfillment and, ultimately, to the entire relationship."   4. The Land Transport Authority has announced that there will be fewer certificates of entitlement for the next three months starting from February. There will be fewer certificates of entitlement (COE) for the next three months starting from February. The Land Transport Authority (LTA) said the supply of Category A COEs, which are for cars up to 1,600cc, will shrink by 9.1% to 3,300 a month. Category B (cars above 1,600cc) will have 2.9% fewer certificates at 2,471 a month. There will be 26.4% fewer open category COEs, which are for all vehicles except motorcycles, at 784 a month. Commercial vehicle buyers and sellers will have 25.2% fewer COEs at 1,651 per month. And motorcyclists will see a 7.6% dip in their COE supply to 608 pieces a month. In total, the supply is 12.9% smaller than the November-January quota.

This petrol grade, which is subsidised by the Malaysian government, costs RM1.90 (76 Singapore cents) per litre currently, and is available only to Malaysia-registered vehicles. Singapore-registered vehicles can be filled only with RON97 petrol, which is no longer subsidised by the Malaysian government, and its price is subject to market forces. Currently, this grade of petrol costs RM2.90 per litre. Thus, the savings from filling our vehicles with petrol in Malaysia is no longer as attractive as it used to be. Also, the new Sultan Iskandar Customs, Immigration and Quarantine (CIQ) Complex has not helped to resolve the traffic jams associated with the old facility. The main problem lies with the narrow two-lane road leading to the new CIQ facility from Singapore, which is used by both buses and cars. The congestion affects vehicles leaving as well as entering Singapore. This infrastructural constraint is unlikely to be resolved any time soon, and the congestion could deter Singaporeans from going regularly to Malaysia to purchase petrol. Given the above-mentioned developments, the three-quarter fuel tank rule would appear to be redundant and should be scrapped. Goh Kian Huat

Three new roads to open in Bidadarihttp://www.straitstimes.com/singapore/three-new-roads-to-open-in-bidadari Three new roads in Bidadari estate will be opened partially on Jan 14 to serve the upcoming developments there. They are Bidadari Park Drive, Alkaff Crescent and Woodleigh Link. The Housing Board said Bidadari Park Drive is a major road that will serve as the main transportation spine of Bidadari. It will eventually traverse the full length of the new estate, from Bartley Road to Upper Serangoon Road. Most residents living near Bidadari estate have given the thumbs up to the development of these new roads, especially Bidadari Park Drive. Engineer Saiful Said, 26, who lives in Potong Pasir Avenue 1, told The Sunday Times that he often rides his motorcycle in the direction of Bartley Road to meet his friends in MacPherson. He said: "Right now, I have to ride down Upper Serangoon Road before making a right turn into Bartley Road. This leg of the journey takes about 10 minutes. When Bidadari Park Drive is fully open, I think it will take about five minutes." A housewife, who wanted to be known only as Madam Wong, 42, shared a similar view. She said: "There are some students living in Potong Pasir who go to schools near the Bartley area, such as Maris Stella High School and St Gabriel's Secondary. I think this will cut their travelling time." However, a retiree who declined to be named is not too enthusiastic about the new roads. He said: "I don't think the roads will cut travelling time that much. I've been living in Potong Pasir since the 1990s and I really miss the old Bidadari cemetery because it was so peaceful and green. Now, the area will just be another housing estate." New traffic lights will also be set up in the area. They will be along Bidadari Park Drive, at the junctions of Upper Serangoon Road, Upper Aljunied Road and Alkaff Crescent. Since November 2015, HDB has launched more than 6,000 flats in seven new-generation public housing projects such as Alkaff Lakeview, Alkaff Oasis, Woodleigh Glen and Woodleigh Village. It added that these units have seen strong response, averaging about five applicants to one flat. The masterplan for Bidadari was launched in August 2013 and it draws inspiration from the area's rich heritage and unique landscape. Spanning 93ha, roughly the size of 150 football fields, the estate is bounded by Bartley Road, Sennett Estate, Upper Serangoon Road and Mount Vernon Road. It is built on top of what was once Singapore's largest grave site. The estate will feature lush greenery and social spaces, in line with the area's vision of being "a community in a garden".

The operators of Kuala Lumpur International Airport (KLIA) have placed a bizarre advertisement in a Malaysian newspaper seeking the owners of three 747-200F aircraft apparently abandoned there. "If you fail to collect the aircraft within 14 days of the date of this notice, we reserve the right to sell or otherwise dispose of the aircraft" under Malaysian regulations, said the ad which ran in Monday's edition of The Star. The notice was addressed to the "untraceable owner" of the planes. Zainol Mohd Isa, general manager of Malaysia Airports (Sepang), which operates the facility, said the airport had been trying to contact the planes' last known owners. He said they were "international" and not Malaysian, but declined to give further details. "I don’t know why they are not responding. There could be many reasons. Sometimes it could be because they have no money to continue operations," Zainol said. In addition to wanting the planes to be claimed, he said the airport is seeking payment from the owners for landing, parking and other charges. If no payment is received by December 21, the planes will be auctioned or sold for scrap to recoup the outstanding charges. The notice gave the planes' registration numbers as TF-ARM, TF-ARN, and TF-ARH. Zainol said two are passenger aircraft and one is a cargo plane. It is not the first time this has happened at the airport, Zainol added. In the past decade a few other planes, mostly smaller aircraft, were abandoned. He said an aircraft that was abandoned in the 1990s was eventually bought and turned into a restaurant in a Kuala Lumpur suburb. KLIA was the origin of Malaysia Airlines flight MH370, which disappeared after taking off on March 8, 2014 with 239 passengers and crew aboard in what remains one of aviation's greatest mysteries. Malaysia earlier this year confirmed that a wing part found on the French island of La Reunion in the Indian Ocean was from the plane. Don't appreciate driving like most of MCFers but want to have a better look around Malaysia. Thinking about Sing to Tanjung Malim/Slim river as first leg. Then up to Ipoh as second leg. Then a week around Ipoh. Ipoh to Kota Bharu or Kuala Trengarru as next leg. KT to Kuantan. Kuantan Singapore. Are there better places to stop with nicer hotels or better/more interesting places to see? Are the roads from Ipoh to Kota Bharu good in rainy weather. Anything else I should be aware of. Rescue crews rushed to treat dazed and injured passengers at the scene of the pile-up in the eastern district of Shau Kei Wan. Several victims were trapped in the wreckage. "The taxi driver and the two passengers in his car were confirmed dead," traffic police official Tam Wing-leung told reporters, adding the cause of the accident was under investigation.   15. One of Singapore's leading general insurance providers said today (Aug 29) that the number of motor accident claims involving cyclists that they have received doubled from 2010 to 2012. AIG Asia Pacific Insurance (AIG) also said that the number of bodily injury claims made by cyclists doubled in that same period. "We've seen a significant increase in bodily injury claims involving motorists and cyclists over the past year," said Ms Wong Siew Lee, AIG Singapore Vice-President who heads the auto insurance business. The number of cyclist-related motor accidents in the first half of this year has already exceeded the total for 2012 by 30 per cent, AIG said in a release. According to Ms Wong, AIG has seen an average annual increase of 11 per cent over the past five years in terms of bodily injury claims overall. "This is a rising trend which road users need to be aware of. We encourage everyone to take extra care on the roads," Ms Wong said. "With the rise in accidents involving cyclists, it is very important for motorists to ensure their insurance is up-to-date and comprehensive. Whatever the mode of transport, everyone has a right and a responsibility to be safe on the road." Motorists are already punished with a monetary fine, but still have to wait for 12 months for the demerit points to be zero again. It is believed he used a master key to unlock at least three cars at an open-air car park. He stole cash cards amounting to $150, a GPS also valued at $150 and $30 worth of parking coupons. The suspect was arrested at 3pm at Pending Road. He will be charged in court on Wednesday, June 29 for theft. If convicted he could face a maximum sentence of three years jail or with fine or both. Anthony Xavier Foo Doon Tong, 43, then a partner of Ribbons and Rolls Marketing Services (R&R), is the second person to be convicted and sentenced. In January this year, former swim coach Ho Yen Teck, 31, who benefited about $200,000 for his role in the conspiracy, was jailed for 10 years. He had admitted to 21 of 195 charges. Foo pleaded guilty to 10 of 45 charges of abetting with SLA deputy director of technology and infrastructure department Koh Seah Wee, 40, and SLA manager Lim Chai Meng, 37, to deceive SLA into paying between $2,032 and $63,847 under contracts for which work was not done in 2007 and 2009. Of the $297,000 involved, his share was about $94,500. The cases against Koh and Lim have been moved to the High Court while the cases of six other contractors are still in pre-trial stages in the lower court. CASE BACKGROUND: The court heard that Foo was roped in in October 2007 by Lim into the conspiracy as a 'vendor''. Once transactions were awarded and paid to R&R, Foo would be given a cut of the payment made by the SLA. Other than preparing invoices according to Lim's instructions, Foo knew that the firm would not need to do any work for the SLA to get payment. Foo agreed to the arrangement and concurrently entered into both legitimate and fictitious small value purchase transactions with the SLA. He could have been jailed for up to seven years and fined for each offence committed before February 2008, and up to 10 years and fined on each of two other charges after 2008. Tweet
